CFN Structure& Participating Provinces
There will be a strong social force at grassroots level which is capable to demand public services, especially the good governance in fisheries protection and conservation for a sustainable livelihood of local fishermen in the Tonle Sap. Base on the further years of implementation, FACT will continue to use existing mechanisms, including the Community Based Organizations (CBOs), the Tonle Sap Fisher network (TFN) and the Coalition of Cambodian Fisher (CCF) that FACT has worked and supported them for almost 7 years. Our ambitious is to build them to become a capable grassroots association, and this grassroots association become a representative body of their citizens at all levels in demanding social protection services, especially fisheries which is a main source of livelihood of people in the Tonle Sap Lake. To reach this ambitious, FACT will support CCF in making sure that this grassroots association become an independence association and dynamic association by helping them to obtain or getting done of some necessary policies and procedures such as reviewing over current CCF structure, CCF regulation, financial policy, staff policy and other procedures that may importance for them. Moreover, FACT will continue to provide capacity building on such as Organization Development, planning and other necessary topics to the CCF and TFN in order for them to be able to carry out CCF works themself. Most importantly is that FACT will allocate some works under support of EU to CCF and TFN to make them feel like ownership over the project and show up to the government site ( following to the proposed strategy). Make Local government institutions to be accountable and responsive, especially Commune Council, which leads to a better public services delivery. Under EU support, FACT’ strategy is work closely with local government institutions, especially Commune Council who are elected by local citizens. FACT is expected that through capacity building on good governance and newline accountability the local government institutions, especially CCs will well understand about their legal duties and obligation for the citizens and based on these they become more accountable and responsive for their citizens. Moreover, the engagement of citizens and Civil Society Organizations (CSOs), including participation in Commune Development Plan/Commune Investment Plan, being a watchdog of CCs performance and monitoring, is another approach that can influence the local government institutions to be more accountable and responsive to the needs of citizens in the target communes. By the way, 3 conservation sites or protected areas will be established by local government institutions’ budget, especially Commune Development Plan of target communes which can preserve and protect at least 1,000 hectares of degraded forest. 100 cases of illegal fishing, flooded forest and reservoir digging are reported by CBOs members, TFN and CCF to the government in both levels (sub-national and national level) by different means, including meetings, Medias and statements. Among 100 cases reported, at least 50 cases of illegal fishing activities are intervened by both sub-national and national administrations. Lastly, illegal fishing activities are reduced by 30 % and contribute to improving livelihood of small scale fisher in the Tonle Sap region by 20 %.
