The Fisheries Action Coalition Team (FACT) was established in 2000. FACT works to strengthen the NGO coalition, and the Coalition of Cambodian Fishers (CCF) for advocacy on fisheries resources; support the capacity development of fishing community leaders and focal persons; and strengthening grassroots organizations (CBOs) to empower them to work and advocate on practical issues that are affecting their livelihoods. FACT implements its program activities in three regions of Cambodia, in particular Tonle Sap, Coastal and Mekong areas.

 

FACT remains a significant organization protecting and conserving fisheries resources and bio-diversity. To continue meeting the needs of poor fishers and staying relevant to the development context, a new five-year strategic plan is developed, and will be used as framework to guide FACT operations.

 

Our vision: FACT envisions Cambodian fishers exercise their rights and take ownership in sustainably managing and utilization of fisheries resources to improve their livelihoods.

 

Our mission: FACT mission is to develop capacity of and work with coalitions of Cambodian Fishers and NGOs, research and disseminate information, facilitate dialogues between relevant stakeholders in order to empower fishers to become a strong social force in sustainably conserving and developing fisheries resources.

 

Goal: Coalitions of Cambodian Fishers and NGOs are capable, and their activities are well implemented and effective that ensure the voice of fishers are heard, supported and positive changes are made.

 

Purpose of positions: To increase its roles and responsibilities in contributing to fisheries resources management and conservation in Cambodia, FACT recently signed a grant to implement three-year fisheries resources conservation project on Tonle Sap Great Lake and Mekong Cambodia region, commencing from January 1, 2016 to December 31, 2016.

 

FACT is looking for a number of talent and qualified persons for following positions:

 

Job Title: Finance Manager

Location: Phnom Penh with frequent travel to provinces

Report to: Executive Director(ED), Deputy Executive Director (DED)

Salary:  $ 950 to $1,100

 

 Roles and Responsibilities:

- Served as the chief financial manager, responsible for overall financial management of the organization; ensure that all FACT funds follow to donors’ rules or condition agreement.

- Double check on data entry all accounting transactions into accounting system (QuickBooks) timely and correct.

- Produce monthly, Six months, and annually of financial reports for FACT, Donors, and board of director and yearly report for Trust fund for staffs. Working closely with an Executive Director to ensure that the budget is properly used.

- Preparing for FACT Global budget annually and ensuring that the budget of each program will be achieved according to time frame.

- Produce financial reports and make sure contribution based requirement by donors of FACT. Direct consultation with director for reserve fund of organization. Working closely with an Executive Director to ensure that the budget is properly managing.

- Reviewing and transferring for all quarterly, monthly program activities budget request for head and sub office.

- Monthly calculation the Staff payroll, Medical, Bonus, taxation, NSSF transfer application to the bank and ensuring efficient systems, process and controls.

- Managing on all FACT bank account and report monthly of donors fund reconciliation.

- As a part of MT member to improving of FACT organization development financial policy, Personnel Policy and financial system of FACT and funding raising proposal.

- Ensured compliance with audit standards and proper handling of donor funds and Prepare for auditor requirement.

- Build capacity on financial literacy all FACT policy by creating and deliver accounting/finance workshops/training to all levels (staffs, stakeholder and CBOs/CCF).

- Conducting Support Unit Meeting by monthly, quarterly

- Develop and oversee the internal review function to ensure that finance and operations controls and policies are complied with in the sub office. Ensure effective follow up processes are in place. Undertake field monitoring of project activities in the province in relation to the expense at least two times per year to conduce internal control/internal audit.

 

Policy Development:

- Assist in reviewing and implementing the financial policies and procedures.

- Ensure the implementation of financial FACT’s policies and procedures.

- Develop and oversee accounting policies and procedures to meet both current and future business models.

 

Technical qualifications

- University degree in Finance, Management, Development Study or equivalent.

- Three years working experiences in finance, administration, operation support and working with NGOs.

- Ability to prepare financial report on the regular basis in Khmer/English; monthly, semester, and annual.

- Ability to maintain a high level of accuracy in preparing and entering financial and payroll information.

- Confidentiality concerning financial and employee files

- Bookkeeping, team building and good interpersonal skills

- Effective verbal, listening and communications skills

- Ability to operate computerized accounting, spreadsheet, Quick Book and word processing programs, and email.

- Have a very high level of personal and professional integrity and trustworthiness

-Have a strong work ethic, take initiative, and require minimal directione

-Good in speaking, reading, and writing in English and Khmer

 

Position: PROJECT OFFICER

Location: Siem Reap, Schedule: Full-time

Report to: TS Project Coordinator (TSPC) Program Manager (PM)

Salary: 450$-500$,

 

KEY RESPONSIBILITIES:

- Ensuring that the outputs of the project will be achieved according to budget and time frame and responsible for financial management for project funds.

- Project designing, planning, implementation, monitoring, follow-up and evaluation of EU_NSA and others projects as require by PC.

- Assisting program coordinator to manage, monitor & evaluate report and others projects as require by PC.

- Involving to develop annual, quarterly and monthly budgets plan of the project;

- Preparing annual, quarterly and monthly of project report and others projects as required by PC;

- Provision capacity building to CFi and commune council, stakeholders, Tonle Sap fishers network;

- Developing a yearly, quarterly, monthly, weekly work plan and reporting of the monthly, quarterly, semester and annual basis to Program Coordinator, Program Manager and Management Team (MT).

- Identify training and capacity development needs related to the project implementation to NSA project focal, CBOs, Tonle Sap Fisher Network (TFN), Stakeholder;

- Providing on time information and direct support for developing concept not for funding request;

- Responsible project EU_NSA in Siem Reap province and cooperation with others Project Officer at FACT organization;

- External relationships and collaboration with government NGOs and Donors;

- Provide capacity building and knowledge on conservation to local communities.

- Coordinate the workshop and field visit for oversea (project partners)

- Conducting the research on biodiversity inventory with partners or students volunteer (Foreigner or Cambodian)

- Other duties requested by Program Manager (PM) and Executive Director (ED).

Requirements

- At least a bachelor degree in social science, pedagogy, education, project management or equal).

- At least 2 years experiences in project management, field coordinator

-Strong experience in project coordinating with relevant stakeholders

- Strong community mobilization skills and understand community development concepts

- Creative and flexible person who can work well under pressure

- Ability to read and write Khmer and English, and especially good in English comprehension

- The ability to analyze and write project reports in English

- Proven commitment to education, youth empowerment, and related SK goals

- Ability to design monitoring frameworks/impact assessment tools

-Ability to collect information from a range of sources

- Ability to analyze, conceptualizes, negotiate, initiate ideas and creative solutions

- Good experience on project monitoring and evaluation including tools development and reporting

- Excellent interpersonal communication and training skills

- Must be hard worker with strong leadership

- Computer literacy (Word, Excel, Internet & E-mail...)

Position: Community Facilitator

Location: Siem Reap, Schedule: Full-time

Report to: Project Officer (PO) and TS Project Coordinator (TS_PC)

Salary: 350$-380$,

 

Key responsibilities

- Assist Oversee and ensure the implementation of the project monitoring and evaluation system, and finalize all the progress report;

- Work closely with PO to facilitate, support and feedback to TFN and CBOs to implement appropriate field activities;

- Organize CBOs training based on training need assessment;

- Conduct day to day field visit to provide the consultation, coaching and mentoring to CBO’s executives and TFNs

- Under direct supervision of Project Officer, Community Facilitator will facilitate, support and provide feedback to TFN and CBOs for capacity building.

- Assist Project Officer to identify training and capacity development needs related to the project implementation to CBOs and TFN.

- Facilitate the dialogues, meetings, and workshop at commune-provincial level.

- Communicate with local authorities, communities and government agencies.

- Negotiate and nurture partnerships and actively build and support networks between key stakeholders including TFN, Tonle Sap program, internal/external agencies, NGO Coalition and other project staff in order to strengthen the delivery project plan and its impact.

- Maintain day to day communication with TS Fisher Network and Commune Councils to make sure that the collaboration is in place in Kampong Chhnang and other provinces.

- Ensure that all the expense of field activities and other are correct under FACT’s financial manual and effective with project objective.

 

Other Duties

-  Writing case studies

- Assist the research team in coastal area to collect the data and organize meeting with concerned stakeholders

- Assist or take leadership in emergencies as required, working closely with the Project Officer

- Fulfil other appropriate level responsibilities as defined by Project Officer/ Program Coordinator or Program Manager from time to time.
