Consultancy Opportunity to Conduct NGOs Network and CBOs Survey with Fisheries Action Coalition Team (FACT)

 

 

Project summary:

FACT has been working with international and local NGOs to build a strong networking for performing the advocacy with relevant stakeholders to ensure fisheries sustainability in the region. So far, FACT has 52 NGOs partners who work in relation to fisheries as well as environmental management and conservation. FACT has planned several important activities aimed at  providing capacity building to NGOs partners  in the areas of natural and fisheries resources management, advocacy campaign strategies, and legal competencies.

These activities are expected to lead  to the establishment and strengthening of  a national NGO coalition working on fisheries resources management, and to conduct policy dialogues  and advocacy campaigns for better fisheries resources management. FACT expects to see  that networking between NGO partners working on fisheries resources management in Cambodia’s Mekong and Tonle Sap is well established strengthened.

Meanwhile, FACT has facilitated and collaborated with community-based organization (CBOs) and/or community fisheries (CFis) to work and manage their communities’ resources, particularly in relation to fisheries resources in their communities.

Nationwide, there are 116 CBOs/CFis; however, FACT has been working with 55 CBOs/CFis as national CBOs/CFis network named  and CBOs (CCF/CCBOs/CFis)  but 49 CBOs/CFis  out  of the 55 CBOs/CFis receiving a small grants for implementing their proposed activities to manage and conserve resources in their communities. In order to build networks between grassroots fishers and communities in Cambodia’s Mekong, coastal and Tonle Sap, FACT is working at grassroots levels to build and strengthen the capacity to Coalition of CCF/CCBOs/CFis on natural and fisheries resources management, advocacy campaign strategies, and legal competencies: to establish and strengthen CCF and CCBO/CF is working on fisheries resources management via regular mandatory meetings, joint-activities and study tours. FACT has also planned to coordinate the organization of policy dialogues on advocacy campaigns for better fisheries resources management with relevant competent authorities and stakeholders. As a result, FACT expects to see that the networking between grassroots fishers and communities in Cambodia’s Mekong and Tonle Sap is established and strengthened and most importantly, the communities are empowered to advocate for better fisheries resources management in their respective communities.

 

Conducting study in order to understand the capacities, mandates, activities, and situations of NGOs networks and CBOs/CFis, is a priority of FACT to assess its partners’ capacity and ongoing activities towards environmental and natural resource sustainability. Thus, FACT is currently seeking a qualified individual or group of consultant to undertake the study on Analyzing Capacities, Mandates, Activities, and Situations of FACT’s NGOs networks and CCBOs/CFis.

Research objective 1: To analyze the capacities, mandates, activities and situation of NGOs network and their contribution to the environmental and natural resources management and conservation.

The specific objectives are as follows:

1)     To quantify FACT’s NGOs network in order to find out whether they remain working on natural resources management and conservation;

2)     To evaluate the capacities of the NGOs network and current implementation activities towards natural resources management and conservation;

3)     To analyze the capacity gaps of the NGOs network that work towards natural resources management and conservation in order to identify strategies for improvement; and

4)     To examine the network challenges in their work to contribute to natural resources management and conservation.

Research objective 2: To analyze capacities, mandates, activities and situation of community-based organizations (CBOs/CFis) in relation to their implementation of activities to ensure the effective fisheries management and conservation.  

The specific objectives are as follows:

1)     To assess FACT’s CBOs/CFis’ current implementation activities towards fisheries resources management and conservation;

2)     To analyze the good performance of CBOs/CFis aligned with CBO/CFi Assessment Model during the implementation period

3)     To identify and assess the CBOs/CFis’ challenges in their work in relation to fisheries resources management and conservation.

 

Position          : Individual or group of consultant

Location         : Phnom Penh and targeted provinces.

Duration         : 30 working days

Starting date : 1st week of October to 2nd of November 2016

 

Required tasks:

  1. Design the research workplan aligned with the timeframe provided;
  2. Conduct the desk review of project documents and other relevant sources;
  3. Design an appreciate methodology, sample size and data analysis method for the research;
  4. Develop research instruments for data collection aligned with the research methodology;
  5. Conduct the data collection, data entry, data cleaning and data analysis of the research;

Qualifications and experience:

The national consultant shall have the following:

  1. A Master’s Degree in natural resources, environmental science, development studies, or related disciplines;
  2. More than 5 years of working experiences on research and evaluation in the natural resources;
  3. Advanced knowledge of quantitative and qualitative research methodology as well as research design, questionnaire design, data collection/analysis processes;
  4. Strong knowledge of NGOs networking and community based organization (CBO) in Cambodia;
  5. Experience in leading project monitoring and evaluation and research for NGOs (an advantage);
  6. Excellent report writing skills;
  7. Good communication in terms of partnership with government, NGOs and CBOs; and
  8. Good command of written and spoken English and excellent interpersonal skills.
