Fisheries Action Coalition Team (FACT) is a coalition of international and national NGOs working on fisheries and natural resources, especially to protect the right of fishers to resources and improve their livelihoods in three main regions – The Tonle Sap, the Mekong and the Coastal. FACT\u2019s Head Office is based in Phnom Penh with its sub-offices at Kampot (Coastal Program), Kampong Chhnang (South-Tonle Sap Program), Siem Reap (North-Tonle Sap Program), Stung Treng (Upper Mekong Program) and Kampong Cham (Lower Mekong Program).<\/p>\n

In order to lead and manage the strategic development, implementation and successful delivery of EU_NSA project and contribute with others projects supporting to all of FACT\u2019s work in Tonle Sap Region as required by Program Coordinator in order to optimize the contribution towards promoting rights of fisher and its livelihoods. Now\u00a0FACT is seeking for Cambodian National FIELD COORDINATOR\/PROJECT OFFICER<\/span><\/strong>.<\/p>\n

\u00a0Position: FIELD COORDINATOR\/PROJECT OFFICER<\/strong><\/p>\n

Location:\u00a0Siem Reap, Schedule:\u00a0Full-time<\/strong><\/p>\n

Salary: Negotiation based on qualification<\/ins><\/strong><\/p>\n

\u00a0KEY RESPONSIBILITIES: <\/strong><\/p>\n

\u00a0Project Development<\/strong><\/p>\n

Understanding project concept and Tonle Sap context regarding to EU_NSA project.<\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Shape project area objectives and a Project Area Plan (PAP) in line with the relevant development context and FACT goal objectives.<\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Ensure full and effective an engagement with government agencies (CC, DoE, and DoF) NGO Coalition, and other stakeholders to inform and influence decisions that are taken.<\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Take responsibility for ensuring that gender is analyses within the context of the project area; that any context specific factors have been addressed; and that the programme pro-actively seeks out to address these issues and engage marginalized and excluded groups.<\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Identify appropriate and innovative development interventions to deliver desired outcomes Impact within the project area.<\/p>\n

Programme Planning, Implementation and Review<\/strong><\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Work as a team to organize CFi and CBO based on raised proposal and strengthen the existing CBOs to make sure that CFi & CBO\u2019s structure and management are strong enough.<\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Organize commune meeting and dialogues through linking CFi & CBOs with commune councils and line agencies.<\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Coordinate the TFN meeting at provincial-interprovincial level.<\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Organize provincial and inter-provincial workshops\/dialogues.<\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Monitor CIP development to ensure that CFi & CBOs are smoothly participating in grassroots planning preparation.<\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Providing the consultation, coaching and mentoring to project implementation.<\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Organize training or exposure visit for CFi & CBO capacity building purpose.<\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Draft Project Implementation Plans under supervision of Program Coordinator and FACT strategies; and use these as management tools to guide team priorities and support effective delivery of programme outcomes.<\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Ensure all necessary project documentation is in place (including entered on project databases) to enable staffs to operate effectively and projects to run smoothly e.g. placement descriptions, CFi & CBO and Commune data, in accordance with FACT\u2019s programme management guidelines.<\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Lead the design and delivery of qualitative and quantitative monitoring and evaluation for EU_NSA and others projects as require by PC.<\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Determine the nature and extent of FACT impact in EU_NSA project and feed learning into ongoing project development and improvement using appropriate support from other program team.<\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Ensure annual and monthly reports, history are provided to FACT\u2019s & IUCN standards and timelines.<\/ins><\/p>\n

Partnership development and maintenance <\/strong><\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Negotiate and nurture partnerships and actively build and support networks between key stakeholders including TFN in Tonle Sap project, internal\/external agencies, NGO Coalition and other project staff in order to strengthen the delivery project plan and its impact.<\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Conduct regular visits to target area and support the working in term of EU_NSA project and others projects as require by PC.<\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Maintain day to day communication with Tonle Sap Fisher Network and Commune Councils to make sure that the collaboration is in place.<\/p>\n

Project Funding<\/strong><\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Work with Program Coordinator\/Program Manager of ED and Tonle Sap Team to identify possible project funding opportunities.<\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Understand project and grant terms and conditions and ensure these successfully reach.<\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Work with Program Coordinator to ensure that project reporting requirements are met in line with project management principles and guidance.<\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Manage secured fund effectively, building budgets and monitoring expenditure.<\/p>\n

Finance and Resource Management<\/strong>\u00a0 <\/em><\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 In liaison and with support from the Finance Officer\/Finance Project Support in Tonle Sap area and under supervision of Program Coordinator\/ PM, make financial plans appropriate to the efficient delivery of project plan objectives.<\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Monitor finances in line with practices in the office, and in liaison with the Finance Manager \/ Finance Project Support in TS area under supervision of PC\/PM, optimise effectiveness within monitoring the budget.<\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Verify all the expense of field activities and other to make sure that these are correct under FACT\u2019s financial manual and effective with project objective.<\/p>\n

Other Duties<\/strong><\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Join with EU_NSA team to ensure that FACT staffs and target group are aware on projects it is mainstreaming into our target.<\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Assist the research team in Tonle Sap area in method design, report writing and produce the hot issue in the TS for hosting on FACT\u2019s and IUCN website on time.<\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Lead to organize and publish TS newsletter and fishers voice magazine as quarter\/semester.<\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Assist or take leadership in emergencies as required, working closely with the Program Coordinator.<\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Fulfil other appropriate level responsibilities as defined by Program Coordinator or Program Manager from time to time.<\/p>\n

Qualification:<\/strong><\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Bachelor degree in Rural Development, Natural Recourse, Fisheries, Agriculture or other related field. Master degree is advantage;<\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 At least 3 years\u2019 experience in community based organizations strengthening;<\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Ability in participatory assessment, proposal writing, planning, budgeting, M&E, financial and project management;<\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Experience to work with local partners, local authority; and communities;<\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Strong interpersonal and facilitation skills;<\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Knowledge and experiences in aquaculture; mangrove restoration; Nurseries establishment and management;<\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Computer proficiency (Microsoft Word, Excel, Power Point, E-mail and\u00a0 Internet);<\/p>\n

–\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Strong written and verbal proficiency in English and Khmer.<\/p>\n
