Consultancy Opportunity to Provide Capacity Building Training on Strategic Plan Development and Do No Harm (DNH) Approach

1. Introduction

Fisheries Action Coalition Team (FACT) is a local non-governmental organization formally established in 2003 to work on and address fisheries issues and to raise voices for Cambodian fishers (both men and women). The name itself reflects FACT’s core work in building and supporting “coalitions” or networks, including The Coalition of Cambodia Fishers (CCF), NGO Coalition on Fisheries (NGO-CF), and Cambodia Fisheries Network (CFN). FACT works with its networks to develop the capacities of grassroots organizations (called Community Fisheries – CFis/Community Protected Areas-CPAs) to empower them to address fisheries related issues affecting their livelihood. FACT’s operations cover three main regions: Tonle Sap, Coastal, and Mekong. These three regions represent most of fisheries territories in Cambodia. To achieve its goal, FACT works with a wide range of people, from local (communities) up to national, including government agencies and law makers (National Assembly and Senate) to bring fishers’ issues and concerns for positive responses. FACT also connects itself with national, regional, and international networks.

• With its five-year strategic plan 2020-2024, FACT has Two Important Strategic Goals as follows:
  By the end of 2024, fishery resources in FACT target areas will be sustainably conserved and developed. This goal relates to the conservation and development of fishery resources, which include direct interventions (creating and developing conservation areas and fishery resources), and supporting interventions (networking, dialogues, CBO/CFi/CPA strengthening…) to advocate for better fishery resources governance, conservation and management.By the end of 2024, fishers in FACT target areas will have alternative occupations to increase their incomes, and their participation in conserving and developing fishery resources increased. FACT will support fishers to diversify their alternative fisheries resource-related occupations; so that they could earn income for living and encourage them to contribute to fishery resources conservation.

Fisheries Action Coalition Team (FACT) has been financially funded from the Critical Ecosystem Partnership Fund (CEPF) and Oxfam to carry out project titled “Strengthening the capacity of community fisheries to manage fisheries resources around Tonle Sap Lake, Cambodia”. This project is significantly contributed to fulfilling FACT’s strategic number one as stated above. And, throughout the project, three key components will be addressed:

• Component 1 “Capacity Building”: Both NGO Coalition on Fisheries (NGO-CF) and the Coalition of Cambodia Fishers (CCF) are well strengthened and sustained to professionally partner with government institutions (FiA) for better fisheries resources management.
• Component 2 “Networking and Advocacy”: NGO-CF members and CCF members are empowered and partner with concerned government institutions, in particular Fisheries Administration, to advocate for better fisheries resources management via policy dialogues and advocacy.
• Component 3 Improved documentation publication of, and sharing lesson learned, case studies/success stories/experiences of project.

According to a training need assessment of NGO Coalition on Fisheries (NGO-CF) and Coalition of Cambodia Fisher (CCF) conducted by FACT in 2019, these two networks remain limited capacity in terms of a number of subjects including resources mobilization and proposal development, networking skill and strategic plan development, report writing, Do No Harm, and fisheries related laws and policies. Upon a completion of the assessment, in response to the finding of the assessment, FACT provided five-day training to NGO-CF members on the resources mobilization and proposal development and networking skill in late 2019 in order to equip the members with these topics.

In response to the findings of the training assessment, FACT has continually strengthened capacities of these networks so that FACT is announcing to hire two separate independent trainers to provide the capacity building to the Two separate networks:

• NGO-CF: Refreshing the Resources Mobilization and Proposal Development course in which provided in late 2019 with working on a specific proposal development, using a specific proposal template of any potential donor such as European Union and Strategic Plan Development (NGO-CF) and
• CCF: Do No Harm Approach.

2. Objectives

The overall objective is to design and facilitate a tailored-made training on refreshing the practical proposal development and strategic plan development to members of the NGO-CF and Do No Harm (DNH) to the members of the CCF, who are contributing to enhance effectively and sustainably managing and operating the networks.

The specific objectives encompass:
2.1 Provide three-day training to NGO-CF on practical proposal development and strategic plan development:

• Refresh and illustrate a concrete practical experience on proposal development, using a specific a specific template of any potential donor such as EU.
• Provide comprehensive explanation on strategic plan development, including its principle, foundation, and strategies.
• Provide clear strategic plan development and management strategies
• Explain how to measure success of the implementation of the strategic plan

2.2 Provide three-day training to CCF on Do No Harm:

• Provide a comprehensive, concept, principle, and foundation of Do No Harm
• Provide a clear explanation on septs of Do No Harm
• Provide a practical experience related to integrate Do No Harm into fisheries resources management

3. Key Activities

In order to achieve the expected outputs, the activities of the consultancy are to:

• Develop and finalize ToR
• Develop course content (in Khmer; and key words in English);
• Develop session plan; develop pre- and post-test; course evaluation sheet;
• Prepare handout; participants’ folders; copies
• Draw visual aid, and presentations/illustrations
• Deliver training (3 days); take pictures; take notes/records
• After the course: correct pre- and post-test; summarize evaluation;
• Write training report (English) indicating what happened and results achieved.

4. Consultancy Qualifications

The consultant shall have the following:

• A Master’s Degree in natural resources management and development, fisheries science, environmental science, development studies, project management, monitoring and evaluation, or related disciplines;
• Minimum of 10 years of working experiences in providing and facilitating training on Do No Harm, conflict sensitivity, peace building to CFi, NGO partners;
• Minimum of 10 years of working experiences in providing and facilitating training on strategic plan development, proposal development, organizational development to CFi, NGO partners;
• Have a competent experience at integrating Do No Harm;
• Strong understanding of community fisheries situation and fisheries resources sector in Cambodia; and
• Fluency in English and Khmer and excellent report writing skills.

5. Timing and Duration

The training will be conducted either in Phnom Penh or in a province. If it is in the province, consultant will not charge travel times, but costs for travel (transport, foods, accommodation) will be covered by FACT, following FACT’s policy.

6. Requirements

Interested candidates must submit the following documents for consideration:
1. Training proposal including objectives, propose course content, training methods and tools.
2. Budget breakdown for the consultancy, specifically consultant’s fees.
3. Organizational profile of consultancy agency (if any).
4. Curriculum vitae of the core consultant(s) detailing core competencies and relevant work experience, highlighting that with a similar focus to the current task.
5. A list of at least two referees.

7. Organization Supports

The total task is 4 working days maximum for each consultant. To help support the works of the Consultant, FACT will arrange venue for and participants to the training and the expenditures are responsible by FACT.

8. Terms of Payment

The payment of the consultant’s fee will be made in two instalments:

• 50% of the consultant’s fee will be paid to the consultant(s)/team upon the signature of the training contract.
• 50% of the consultant’s fee will be paid after the training completed and training report has been received and approved by FACT.

Deadline for submission: by March 2nd, 2021
