JOB ANNOUNCEMENT
Fisheries Action Coalition Team (FACT) is a coalition of international and national NGOs working on fisheries and natural resources, especially to protect the right of fishers and improve their livelihoods in three main regions – The Tonle Sap, the Mekong and the Coastal. FACT’s Head Office is based in Phnom Penh with its sub-offices at Kampot (Coastal Program), Kampong Chhnang (South-Tonle Sap Program), Siem Reap (North-Tonle Sap Program), Stung Treng (Upper Mekong Program) and Kampong Cham (Lower Mekong Program). Now FACT is seeking for Cambodian National Finance Volunteer, Accountant Volunteer and Assistant Project Accountant positions.
1.Finance Volunteer
Location: Phnom Penh
Key Responsible: To Assist all
- Keeps a good filling for all administrative, finance and related document;
- Assists with Admin and Finance Manager(AFM) to maintenance of FACT all bank accounts to ensure banking arrangements as transfer saving to current and sub office, minimum bank balance, withdrawal and deposit money into Bank
- Shares information to all staff related admin& finance unit;
- Records all authorized payment requisition, receipts and journals into the bank and cash book register onto the system in a timely and accurate manner.
- Assists Admin and Finance Unit (AFU) to select quotation price from private companies;
- Collects bills and process payment to suppliers in due date;
- Attends quarterly and monthly meeting with admin & finance unit;
- Other tasks as required by Finance/Admin Manager
Requirements
- At least completed high school or university degree student in business administration is preferred.
- Strong communication, interpersonal and organizational skills
- Ability to communicate effectively English in an appropriate and professional manner
- Ability to work independently, Self-directed initiative, interpersonal judgment and assessment skills, flexibility, high tolerance for ambiguity, sensitivity and discretion
Allowance:
50$ per month

2.Assistant Project Accountant
Location: Siem Reap
- Prepares and monitors all request advance payment and clear request advances and all other expenses in its projects according to FACT’s policy enforcement and other conditions stipulated in the contract of donors.
- Organizes all financial voucher include (Payment Voucher, Receipt Voucher and Journal Voucher) Monitor and verify the supporting documents and other documents relevant stakeholders before being taken to the level of sign
- Manages Cash on hand and replenish petty cash in accordance with the FACT’s policy
- Checks budget line and put account code correctly of project activities, if suspicious cases can consult Finance and Administration Manager.
- Facilitates with AF team and Project Manager in advertising and building the capacity of financial policy, Staff policy, green policy, Organization’s financial management policy to local staff and local community goals clearly if demand.
- Manages cash on hand to make sure that banks have enough budgets to operate programs
- Attends meetings and reporting with Project Manager and team to product quarterly and monthly reports
- Keeps documents ensure safe and easy to find
- Facilitates and monitors the project activity with practical plan request
- Other tasks assign by project manager
Requirements
- Bachelor degree in business administration
- Have an experience is preferred
- Ability to use Microsoft Office and internet
- Strong communication, interpersonal and organizational skills
- Ability to communicate effectively English in an appropriate and professional manner
- Ability to work independently, Self-directed initiative, interpersonal judgment and assessment skills, flexibility, high tolerance for ambiguity, sensitivity and discretion
- Demonstrable competency in appropriate handling of confidential information

3. Accountant Volunteer
Location: Siem Reap
Key Responsible:
- Supports unit in organization under supervision from program coordinator
- Records of stationary office
- Makes sure all FACT’s assets are properly recorded and maintained according to policies
- Keeps tracking of staff annual leave
- Evaluates market price of materials and equipment
- Assists team to organize meetings, seminars, forums and campaigns
- Keeps filling of administrative and finance documents
- Checks and verifies of program advance request from staff by complying to FACT’s policy
Requirements
- Complete high school or university student as prefer
- Have knowledge of Accounting
- Strong communication, interpersonal and organizational skills
- Ability to communicate effectively English in an appropriate and professional manner
- Ability to work independently, Self-directed initiative, interpersonal judgment and assessment skills, flexibility, high tolerance for ambiguity, sensitivity and discretion
- Demonstrable competency in appropriate handling of confidential information
Allowance:
50$ per month
