Various Positions with Fisheries Action Coalition Team (FACT)
The Fisheries Action Coalition Team (FACT) was established in 2000. FACT works to strengthen the NGO coalition, and the Coalition of Cambodian Fishers (CCF) for advocacy on fisheries resources; support the capacity development of fishing community leaders and focal persons; and strengthening grassroots organizations (CBOs) to empower them to work and advocate on practical issues that are affecting their livelihoods. FACT implements its program activities in three regions of Cambodia, in particular Tonle Sap, Coastal and Mekong areas.
FACT remains a significant organization protecting and conserving fisheries resources and bio-diversity. To continue meeting the needs of poor fishers and staying relevant to the development context, a new five-year strategic plan is developed, and will be used as framework to guide FACT operations.
Our vision: FACT envisions Cambodian fishers exercise their rights and take ownership in sustainably managing and utilization of fisheries resources to improve their livelihoods.
Our mission: FACT mission is to develop capacity of and work with coalitions of Cambodian Fishers and NGOs, research and disseminate information, facilitate dialogues between relevant stakeholders in order to empower fishers to become a strong social force in sustainably conserving and developing fisheries resources.
Goal: Coalitions of Cambodian Fishers and NGOs are capable, and their activities are well implemented and effective that ensure the voice of fishers are heard, supported and positive changes are made.
Purpose of positions: To increase its roles and responsibilities in contributing to fisheries resources management and conservation in Cambodia, FACT recently signed a grant to implement three-year fisheries resources conservation project on Tonle Sap Great Lake and Mekong Cambodia region, commencing from January 1, 2016 to December 31, 2018.
FACT is looking for a number of talent and qualified persons for following positions:
Job Title: Deputy Executive Director (DED)
Location: Phnom Penh with frequent travel to provinces and abroad
Report to: Executive Director (ED)

Requirements
- Bachelor/Master degree, Master degree is most advantage;
- Minimum seven-year experience working on natural resources management, in particular fisheries resources management;
- Excellent staff and project management skill;
- Excellent communication skill in both oral and writing;
- Fluency in both Khmer and English;
- Excellent organization development skill;
- Excellent fundraising skill is required;
- Excellent computer skills are required;
- Excellent reporting skill;
- High quality result oriented person;

Job Title: National NGO Coalition and CCBO Project Coordinator (NNCPC)
Location: Phnom Penh with frequent travel to provinces
Report to: Program Manager (PM)

- Fluency in both Khmer and English;
- Reporting skill is required;

- Strong communication and facilitation skills and ability to establish good working relationships with colleagues and stakeholders in a sensitive environment;
- S/he must demonstrate strong interpersonal and motivational skills and sensitivity to the local environment as well as the ability to work with minimal supervision;
- Highly demonstrates openness to change and ability to manage complexities;

Job Title: NGO Coalition and CCBO Project Officer (three positions)
Location: One based in Kg. Chhnang, one based in Siem Reap and one based in Kg.Cham/Stung Treng with frequent travel to other project target areas and Phnom Penh.

Job Title: Project Finance Officer
Location: Phnom Penh with frequent travel to provinces
Report to: Finance Manager (FM)

Requirements:
- Bachelor degree in Finance, Management, Development Study or equivalent, master degree is a must;
- Three-year experience working in finance, administration, operation support and working with NGOs;
- Ability to prepare financial report on the monthly, quarterly, semi-annual and annual basis in Khmer/English;
- Ability to maintain a high level of accuracy in preparing and entering financial and payroll information;
- Computer literacy;
- Effective verbal, listening and communication skills
- High knowledge on bookkeeping, accounting, spreadsheet, Quick Book and word processing programs, and email;
- Have a very high level of personal and professional integrity and trustworthiness
- Has a strong work ethic, takes initiatives, and requires minimal direction
- Good in speaking, reading, and writing in English and Khmer.
- Flexibility and motivation;
- Ability to work in demanding situations, sometimes under high pressure because of donor deadline;

Job Title: Car Driver
Location: Phnom Penh with frequent travel to provinces
Report to: Deputy Executive Director
Salary:
Roles and Responsibilities
- Brings FACT Management Team members and other staff to project sites and join other workshops/meetings/events invited by partners;
- Regularly maintains the car, ensuring the car is safe to drive;
- Always keeps the car clean
- Always parks the car in safe place;
- Reports on condition and status of the car to his supervisor on day-by-day basis;
Others
- Act as messenger and admin assistant;
- Act as guard;
- Supports other staff, in particular admin staff, in organizing workshops/meetings/events.
Requirements:
- Khmer Nationality;
- Male ONLY;
- At least 02-year car driving experience
- Good personality, high commitment, honest, and friendly,
- High willingness to travel provinces;
- Knowledge on both Khmer and English;
- Flexibility with time shift.
