Eight offenders were instructed to clarify on electro-fishing in conservation area on the 25th June 2015 and confiscated electro-fishing materials and contracted to stop their activities.

 ឃុំអន្សាចំបក់គឺជាឃុំមួយក្នុងចំណោមឃុំទាំង១១ នៃ ស្រុក ក្រគរ ខេត្តពោធិសាត់ មានព្រំប្រទល់ ខាងកើត ជាប់ឃុំក្រពាំងចាន់ ស្រុកបរិបូរ  ខេត្តកំពង់ឆ្នាំង  ខាងលិចជាប់ឃុំក្យាលត្រាច  ស្រុកក្រគរ ខេត្តពោធិសាត់ ខាងត្យូងជាប់ឃុំ ឈើតុម ស្រុកគ្ររ ខេត្តពោធិសាត់ និងខាងជើងជាប់និងបឹង។ ឃុំអន្សាចំបក់មានប្រជាជនរស់នៅ ១៥១៥គ្រួសារ  មនុស្សរាយ៧១៨៦នាក់ ស្រី ៣៧៩៧នាក់ ហើយប្រជាជនមានមុខរបរ ជាអ្នកធ្វើស្រែ និងការនេសាទត្រី ក្រៅពីមុខរបរទាំងនេះពួកគាត់ធ្វើជាកម្មករឲ្យក្រុម ហ៊ុនចិន ដាំដំឡូង សំរាប់ចិញ្ចឹមជីវិត បន្ទាប់បន្សម ។តាមប្រសាសន៏ លោក ងឹម សុផល ដែលជាជំទប់ទី១ នៃឃុំអន្សាចំបក់ បានឲ្យដឹងថា ដោយសាការមើលឃើញ មានបញ្ហាការលំបាករបស់ ប្រជាជនបែបនេះហើយទើប នៅថ្ងៃទី២៨ ខែមេសា ឆ្នាំ២០១០ មានអង្គការ  ADB បានជួយផ្តល់គំរោង ជាបន្ត បន្ទាប់ជាច្រើន ដូចជា គំរោង ហេដ្ធារចនាសម្ពន្ធ័គំរោងបង្គើនជីវភាព ការចិញ្ចឹម ជ្រូក  មាន់ ប្រពន្ធ័ភ្លើង សូលែរ ព្រមទាំងបានសាងសងរោងតំម្យាញក្រមារដែលអស់ទឹកប្រាក់ចំនួន៧៣០០ដុល្លារ សំរាប់ រកប្រាក់ចំណូល ចូលក្នុងសហគមន៏ ។លោកបានបន្តទៀតថា ក្នុងចំណោមគំរោងដែល ADBបានផ្តល់ ឲ្យទាំងអស់មានតែ មួយគំរោងប៉ុណ្ណាះដែលទទួលបានជោគជ័យជាងគេ គឺគំរោងតំម្យាញក្រម៉ារ ។ទាំងនេះក៏មកពីការខិតខំជួយជំរុញបន្ថែមពីអង្គការដៃគូរជា ច្រើនដូចជាអង្គការ FACTជាដើមលោកបានថាគំរោងនេះបានជួយបង្កើនដល់ជីវភាពរបស់ ប្រនេសាទបាន ច្រើន ជាពិសេសស្រ្តី ក្នុងឃុំគំរោងនេះបានជួយកាត់ បន្ថយភាព ក្រីក្រ ការចេញធ្វើចំណាកស្រុក ព្រមទាំងជួយកាត់បន្ថយពីការជំពាក់បំណូល  បានមួយចំនួនធំ ។ […]

ឃុំកោះជីវាំងជាឃុំមួយស្ថិតក្នុងស្រុកឯកភ្នំខេត្តបាត់ដំបងដែលជាប់និងដងស្ទឹងសង្កែរនៅតំបន់ដាច់ស្រយាលគឺប្រជាជនរស់ផ្ទៈបណ្តែតទឹកដោយមានប្រជាជនសរុប២៣២០ គ្រួសារមនុស្សរាយ១១៧៤៨នាក់ ស្រី ៥៩៣៦នាក់ ប្រជាជននៅទីនោះអ្នកប្រកបមុខរបរជានេសាទ ៦០% អ្នកលក់ដូរនិងរត្ន័ទូកដរ ១៥% នៅសល់ ១៥%ធ្វើកម្មករសំណង់ផៀងៗ ។មានផ្ទៃដីព្រៃលិចទឹកចំនួន ១៩៨០៥ K  m ស្ថានភាពប្រជាជន ទីនោះ  ៦%ជា គ្រួសារក្រីក្រ  ២០%ជាគ្រួសារមធ្យម  ១០%ជាគ្រួសារ បង្គួរ  ។ ការជួបពិភាក្សាជាមួយលោកមេឃុំអំពីគំរោងADB គម្រោង អេ ឌី បី មានទឹកប្រាក់សរុបចំនួន  ២៤៧.៩៣៦ ដុល្លា រយៈពេល៣ ឆ្នាំ ចាប់ឆ្នាំ២០០៨ រហូតដល់ឆ្នាំ២០១០ មានគំរោងបឹងទន្លេសាប(ADB) ផ្តល់អោយ តាមរយៈឃុំ ដោយមានសកម្មភាពដូចជាៈ  ១. ការផ្តល់ពូជសត្វអោយប្រជានេសាទចឹញ្ចឹមតាមគ្រួសារ(មាន  ជ្រូក  មាន់  ត្រី អន្ទុង់) ២. ផ្តល់សំភារៈអោយសហគមន៍នេសាទតាមភូមិនិមួយៗ (កាណូត  កែវឆ្លុៈ សំរាប់ចុៈល្បាតដែនសហគមន៍ ។ ៣. ហេដ្ឋារចនាសម្ពន្ធ័ ។ តាមប្រសាសន៍របស់លោកប៊ុន បេង មេឃុំកោៈបានបញ្ជាក់ថាគំរោងរបស់ ADB នេះបានទទួល ជោគជ័យ ៦០% ទាំងការផ្តល់សមាជិកខ្ចីចឹញ្ចឹមសត្វ ទាំងជួយផ្តល់សំភារះអោយទៅសហគមន៍នេសាទ និងហដ្ឋារចនាសម្ពន្ធ័ផងដែរ ធ្វើអោយប្រជាជនមានប្រាក់ចំណូលនៅតាមគ្រួសារតាមរយៈការចឹញ្ចឹមសត្វ និងកាត់បន្ថយការធ្វើនេសាទខុសច្បាប់ ។ លោកបានបន្តទៀតថាដែលមិនបានទទួលជោគជ័យនោះមកពីគ្រួសារខ្លះគ្មានចំណេះដឹងគ្រប់គ្រាន់ក្នុងការចឹញ្ចឹម ចំពោះអង្គការដែលផ្តល់សត្វអោយពុំផ្តល់បចេ្ចកទេស ដល់អ្នកចឹញ្ចឹមបានត្រឹមត្រូវ ។ម្យ៉ាងវិញទៀតទាក់ទង ទៅនិងជីវភាពរស់របស់ពួកគាត់ផងដែរ ។ យោងតាមប្រសាសន៍របស់លោកគុយអានជាក្រុមប្រឹក្សាឃុំគាត់បញ្ជាក់បន្ថែមទាក់ទៅគំរោងនេះវា មិនបានទទួលជោគជ័យ ៦% នោះទេ មូលហេតុការផ្តល់អោយសមាជិកខ្ចីបានតែ២០០គ្រួសារប៉ុណោះ អ្នកផ្សេងទៀតពុំបានទទួលឡើយធ្វើអោយប្រជាជនផ្សេងៗទៀតពុំមានការសប្បាយ ចិត្តឡើយដោយសារការផ្តល់ពុំមានតល្លាភាព។ ការសនិដ្ឋានៈ […]
