FACT will pull different existing elements into a monitoring and evaluation system, which consists of monitoring plans and tools to track progress and gather quantitative and qualitative information on its target beneficiaries, especially information on outcomes and impact. Monitoring and evaluation activities will then conducted based on the system, which will be included:
Monitoring is the routine collection and analysis of [data or] information to track progress against set plans and check compliance to establish standards (IFRC, 2011). It is generally conducted by internal team. Evaluation is an examination of progress attained, the relevance and fulfillment of results, as well as the efficiency, effectiveness, impact (overall goal), financial viability, and sustainability of an organization or a project/program (CCC, 2014) by applying research methodologies. It is generally commissioned by external consultant.
